A: Same question - same answer. Student visas do not provide Permanent Residency, so it's not possible to answer your question as it's stated. If you want to apply for a student visa, you must first be accepted at an acceptable educational institution. If your student visa application is approved (which usually only takes a few weeks), you must then pay your tuition fees up front before entering Australia.
